Municipal Initiative Petition for a Charter Amendment to create an Inspector General within the Legislative Branch

Assembly members have explored the viability of bringing back the Public Safety Advisory
Commission. The Alaska Black Caucus, along with other community members of the Alaska
Coalition for Justice, had been working with the Assembly and Municipal agencies on a task force to
discuss whether the PSAC should be reestablished, or should another entity be created, to ensure
Community engagement in public safety issues.
After months of working with community members, Assembly members and Municipal agencies,
Assembly members Kameron Perez – Verdia and Anna Brawley presented an ordinance that would
create a new Public Safety Commission.  That effort died at an Assembly Meeting in July.
The Alaska Black Caucus is now supporting a new effort to establish civilian oversight of APD,
seeking signatures on Municipal Initiative Petition for a Charter Amendment to create an
Inspector General within the Legislative Branch.  The Charter Amendment would create the
position of Inspector General with jurisdiction, power, and duties including acts and omissions of
Anchorage Police Department employees and agents.
